Re-run of Coastal Challenges to Flood Management in times of Climate Change

Programme Highlights:

Super-Typhoon Mangkhut 2018 caused high storm surges resulting in serious flooding in many low-lying coastal areas in Hong Kong. This reminds us of the inadequacy of our flood management infrastructure which has been well developed mainly for inland areas subject to rainfall induced floods. At the same time, with indisputable Climate Change, the mean sea levels are rising and storm surges will also be increased by more frequent Super-Typhoons due to increasingly warm Pacific Ocean temperatures. This seminar is to share the Speaker’s insights into the coastal challenges to flood management in times of Climate Changes. 


Prof LEUNG Wing Mo ( 梁榮武 ) will talk on the impacts of Climate Change on tropical cyclones activities in the future.


Ir Prof CHAN Pak Keung ( 陳柏強 ) will address coastal flood mitigation measures including emergency evacuation based on real-time sea level forecasting (by combining storm surge and astronomical tide predictions), coastal polders, storm surge barriers and floating structures. The last two measures are new to Hong Kong.

Speakers:

Prof. Leung Wing Mo 梁榮武 ), Former Assistant Director of HK Observatory and Adjunct Professor of Hong Kong Polytechnic University.


Ir Prof. CHAN Pak Keung 陳柏強), an Adjunct Professor of HKU, former Professor of Practice (Infrastructure) of PolyU, a honorary fellow of IAHR-HK, and a retired Assistant Director of Drainage Services. He was qualified as a civil and structural engineer in 1980’s and has over thirty years of experience in wastewater engineering and flood management. He has got Bachelor and Master Degrees in Civil Engineering from HKU and a postgraduate diploma in Hydraulic Engineering (Lowland Development) from UNESCO-IHE Institute for Water Education.
