Mr.
Sidney AU is a Senior Engineer and currently works in Energy Efficiency Office
of Electrical and Mechanical Services Department for the implementation of the
Buildings Energy Efficiency Ordinance (BEEO) and its Code of Practices. He is
now working on the update of Building Energy Code and prepare the legislative
amendments for the BEEO. Besides, he specialized in monitoring the operation
and maintenance of building services installations for various government
municipal venues. He also worked in the Architectural Services Department
supervising building services design and administrating contracts on BS
installations.
Programme
Highlights
The
Building Energy Efficiency Ordinance (Cap.610, the Ordinance) stipulates that
certain types of buildings shall comply with the energy efficiency standards
and conduct energy audits for building services installations. Since the
implementation of the Ordinance, more than 23000 newly constructed buildings
and more than 15,000 major retrofitting works in existing buildings have met
the energy efficiency standard. In addition, more than 2700commerical buildings
have completed their first energy audit. To strengthen the relevant efforts of
promoting buildings energy efficiency, the Chief Executive’s 2023 Policy
Address announced that the Government will amend the Ordinance to extend its
scope of regulation in consultation with the trade. The proposed amendments to
the Ordinance and its subsidiary legislative cover the following five areas.
- Regulate
the energy efficiency standards of building services installations for all data
centers;
- Require
more types of building to conduct regular energy audits;
- Shorten
the intervals of energy audits;
- Disclose
technical data in energy audit reports; and
- Include
more qualifications eligible for registration as “Registered Energy Assessor”.
