Programme Highlights:-
The Municipal Solid Waste (MSW) charging is a common economic means
adopted internationally to motivate the general public to reduce waste. This is
also a driving force that fuels the downstream recycling industry and
facilities the advancement to the vision of "Waste Reduction ‧ Resources
Circulation ‧
Zero Landfill" as set out in the Waste Blueprint for Hong Kong 2035.
It also forms an integral part of the development of a circular economy in Hong
Kong.
The Waste Disposal (Charging for Municipal Solid Waste) (Amendment) Bill
2018 has been passed by the Legislative Council on 26 August 2021. After the passage of the
Bill, there is a preparatory period of 18 months as a basic arrangement for the
Government, various stakeholders and members of the public to prepare for the implementation
of MSW charging.
This seminar will give an overview of the charging mechanisms, the
implementation strategy and government’s support in facilitating waste recovery
and recycling.
Speaker
Ms. Theresa Wu has over 20 years of experience in the planning, design
and project management of large-scale waste-to-energy/resources recovery
infrastructures, including the Integrated Waste Management Facilities (IPARK)
and the Organic Resources Recovery Centre Phase 1 (OPARK1). She has also
involved in the formulation and implementation of various environmental
policies, namely the Producer Responsibility Scheme (PRS) and the Municipal
Solid Waste Charging Scheme. Before joining the Government of the HKSAR in
2002, she was a consulting engineer, specialized in drainage and sewerage
treatment works.
