Programme Highlights:
An
in-house pilot study on the feasibility of on-site generation of chlorine
(OSCG) system train 1 manufactured by Electrolytic Technologies LLC has been
conducted in Ngau Tam Mei Water
Treatment Works (NTM WTW) of Water Supplies Department since late 2016. The
OSCG system has been integrated into the existing power, control system,
pipework systems, fire services system, and caustic dosing system at Ngau Tam
Mei WTW, and tested for its full functional capability as a whole with the
existing OSCG Pilot Plant to enhance redundancy and reliability. During April -
May 2019, 28 Days reliability test of OSCG train 2 was carried out inclusive of
chlorine gas dosing and hybrid production of chlorine gas and sodium
hypochlorite solution, and all the associated M&E equipment, including but
not limited to, power supply upgrading, control system, pumping equipment,
instrumentation air system, plant water system, water softener, chiller system,
brine preparation system, chemical and waste storage systems, necessary
appurtenances, gas detection systems and building services system. Operational
experiences will be shared on the practical lessons learnt in the pilot project
and the commissioning of the OSCG plant in particular the train 2 at Ngau Tam
Mei WTW as well as the observations during Factory Acceptance Testing (FAT) in
Japan on the DeNora's OSCG Plants. The sharing will also be revealed with an
overview of the operational reliability and effectiveness under the explicit aspects.

Over the
past 23 years,
Mr. LEE has resumed his managerial
position at Water Supplies
Department and executed the
administrative and operational roles on the quality of water supplied in Hong
Kong. Professionally, Mr LEE is a Chartered Chemist, Chartered Scientist,
MHKIQEP, Chartered Water and Environmental Manager. He served as the Chairman
of the CIWEM HK (co-organizer of IWA-APSIRE 2019) during 2016-2018, currently
the elected Committee Member of the Royal Society of Chemistry, Vice Chairman
of BEAM’s Water Use Expert Panel and the member of HKIQEP’s Membership
Committee, respectively. Mr. LEE is also the OC member of IWA-APSIRE 2019. In
recognition of his professional service, Mr. LEE was awarded the WSD’s and
Chief Executive's Commendation for Hong Kong Government/Public Service in 2009.
