Programme Highlights
Solid waste management becomes a hot topic around the region recently and also was highlighted in the Policy Address 2009 by the Chief Executive such as the Integrated Waste Management Facilities by adoption of advanced incineration technology and the food waste recycling centre. Development of the EcoPark, saturation of the landfill sites and a number of key initiatives had been set in the “Policy Framework for the Management of Municipal Solid Waste (2005-2014)” are the concerns of the public. In order to learn the experience from advanced neighbourhood country, an Environmental Study Tour to Japan had been co-organized by 3 professional institutions and the Hong Kong Environmental Industry Association in October 2009.
The study tour included meeting with Kawasaki Government officials for the experience sharing on the development of the incineration plants, visits to Eco Town in Kawasaki, a biomass power generation R&D company and 3 incineration / gasification plants in different districts. It was a fruitful tour and the participants had learnt much in the study tour.
A debriefing seminar is co-organised by the 4 organizers of the study tour again. The seminar will include sharing of findings in the study tour by the delegation leader, presentation of incineration technology and public acceptance experience by a Japan technology provider, the current status of the planning for solid waste management of Hong Kong by the Environmental Protection Department of the HKSAR Government, and a panel discussion session. The panel discussion would include the representatives from green group, journalist, academia and consultants, etc.

Environmental Study Tour to Japan on Waste Management

In order to learn the experience from advanced neighbourhood country, an Environmental Study Tour to Japan had been co-organized by the Hong Kong Institution of Engineers (Environmental Division), the Chartered Institution of Water and Environmental Management Hong Kong, the Hong Kong Waste Management Association and the Hong Kong Environmental Industry Association in October 2009 with 40 delegates. The study tour included meeting with Kawasaki Government officials for the experience sharing on the development of the incineration plants, visits to Eco Town in Kawasaki, a biomass power generation company and 3 incineration / gasification plants in different districts.
A debriefing seminar was co-organized by the 4 organizers of the study tour again on 22 January 2010. The seminar was well attended by more than 220 participants. Firstly Ir Daniel Cheng, the Delegation Leader and the Founding Chairman of the HKEnvIA, gave an introduction on the purpose of the study mission. Then Ir Kenny Wong of the Hong Kong Productivity Council presented the findings of the study mission and the Japan Government’s practice for involving the local residence in waste management; Mr. T. Aoki of JFE Engineering Corporation introduced various incineration technologies that have been successfully implemented in Japan and other countries; Ir P.H. Lui of the Environmental Protection Department provided an update on the recent development of municipal solid waste (MSW) management facilities in Hong Kong. Several panelists who had joined the study tour, namely Prof. Mitchell Tseng (an academia), Dr. Vivian Wong (a health expert and green group active member), Mr. Tim Peirson-Smith (a journalist) gave their comments about the trip as well as their insights on how effective solid management should be implemented.
During the Q&A session, overwhelming responses were received from the audiences expressing their views and comments, such as types of technologies that could be used for the treatment of MSW, tangible incentive scheme to be offered to the nearby residence of the incineration plant, tools for the involvements of general public on meeting the waste reduction targets, effective utilization of the energy that will be generated from the incineration plant, etc. With over 2 hours of active participation between speakers and audiences, the seminar finally ended with lots of meaningful and interactive discussions.
