Programme Highlights:The existing Sha Tau Kok Sewage Treatment
Works (STKSTW) serves Sha Tau Kok town area in the northern New Territories
neighboring the mainland. With the objective of meeting the continuing
development needs in Sha Tau Kok area, STKSTW is undergoing expansion to
increase the treatment capacity from 1,660m3/day to 5,000m3/day
with provisions for further increase to 10,000m3/day in future.
The seminar will present the strategy that
enables expanding the treatment capacity by 6 times within the existing
footprint while maintaining the sewage treatment services for the communities
without any interruptions. The adopted state-of-art compact treatment
technologies will improve the quality of treated effluent to be discharged into
the Starling Inlet via a 1.7km submarine outfall. The outfall will be constructed
with trenchless technology to minimize dredging and other construction
activities in the water. The discharge location is also meticulously selected
to minimize impacts to the fishing resources, fishing operations, fish culture
activities and other ecological resources in the marine environment. The
commitment to sustainable development is exercised and demonstrated in every
step throughout the development of the expansion project.
The project team will also share their
experience in the management of a NEC3 Option C contract. Partnership is
built on mutual trust and collaboration by paying concerted efforts in problem
solving, risk mitigation, and timely delivery of critical works. Since
contract commencement in November 2018, the contract has achieved major
milestones and achievements including completion of a multi-level site office
within 2 months with modular integrated construction, application of digital
supervision, expedited concrete construction with off-site fabrication of
reinforcing steel, enhanced safety with smart helmets, on-track for on-time
commissioning of the temporary sewage treatment within 18 months from contract
commencement, and many more.

Mr. Gary Leung, Engineer/Consultants
Management, Drainage Services Department, HKSAR - Mr. Leung is a member of HKIE
Civil Division since 2002. He has over 22 years engineering and project
management experience. He is the DSD project engineer responsible for the
implementation of STKSTW expansion.
Mr. William Leung, Senior Engineer, Black
& Veatch Hong Kong Limited - Mr. Leung is a member of HKIE Civil Division
and ICE Hong Kong. He has been involved in the design development of
STKSTW expansion.
Mr. Thomas Cheung, Chief Resident Engineer,
Black & Veatch Hong Kong Limited - Mr. Cheung is a member of HKIE Civil
Division. He has over 27 years of experience in construction supervision
of drainage and sewage treatment infrastructures. He successfully
delivered DSD Contract DC/2009/21 “The Provision of Interception Facilities at
Jordan Valley Box Culvert” with early completion. He is the site
representative providing the leadership for the resident site staff on STKSTW
expansion.
Mr. Ron Hung, Site Agent, Build King – Kum
Shing Joint Venture. Mr. Hung is a member of ICE Hong Kong. He has over
13 years experience in the civil engineering industry, including the
construction of Yung Shue Wan and Sok Kwu Wan Sewage Treatment Works at Lamma Island.
He is leading the contractor’s team in the construction of STKSTW
expansion.
