Report

I have a dream!

By Ir C.F. LAM

Chairman, Environmental Division

I have a dream!  We all have a common dream for quality living, not only in Hong Kong but also our close neighbour Pearl River Delta.  With the rapid development of Pearl River Delta Region, quality living is one of the main focuses of both the Mainland and Hong Kong authorities.  This is why key initiatives are being pursued by the Hong Kong SAR Government as announced in the Policy Address and in the Framework Agreement in Hong Kong/Guangdong Co-operation signed in April this year.

With this common dream in mind, the Environmental Division organized the 5th Symposium on Sustainable Development on 27 to 30 September 2010 jointly with the Civil Division, Guangdong Provincial Association for Science & Technology and Macau Institution of Engineers.  “Creating Quality Living in the Pearl River Delta Region” (構建大珠三角優質生活圈) was adopted as the theme of this symposium. As a tradition, a series of technical presentations and site visits were arranged in Hong Kong, Macau and Guangzhou in turn over that week.

The symposium was officiated by high-ranking officials including Dr Kitty Poon, the Under-Secretary for the Environment of the HKSAR Government; Mr Shen Aimin, Director General of the China Association for Science & Technology; and Mr Gary Cheong Sio Kei, Director of Environmental Protection Bureau of the Macau SAR Government.  With the common goal for quality living in the Pearl River Delta, they all emphasized that quality living is high on the policy agenda of the government and a wide-range of actions is being taken to improve the living quality under the context of sustainable development.

This symposium provided a platform for prominent speakers to share with us their knowledge and experience on the latest policies and actions under planning or being implemented with a view to enhancing the living quality of Pearl River Delta.  We received overwhelming response with over 80 high quality technical papers received from Mainland, Hong Kong and Macau covering three main focus areas, namely low carbon economy & town planning, environmental management and transportation.  Visits were arranged to Stonecutters Sewage Treatment Plant, Tsing Yi Chemical Waste Treatment Plant, Island West Refuse Transfer Station, Macau Science Museum and Guangdong Museum.  The delegates found this event very fruitful and rewarding.
