Highlights:-
The expansion of the Tai Po Water
Treatment works (WTW) forms part of the overall strategy to enhance the
resilience of the water supply system in Hong Kong. Together with Sha Tin
WTW, Tai Po WTW serves over 3 million customers. Through expanding Tai Po
WTW, the Water Supplies Department of Hong Kong SAR (WSD) aims to achieve a
balanced distribution of treatment capacity territory-wide and maintain
expansion flexibility to meet future demand. The project will provide improved
water quality (4-log or 99.99% inactivation of water borne pathogens), enhanced
environmental safety by reducing chlorine usage, and sustainable best practices
in water and energy efficiency. The state-of-art innovative design
incorporates onsite generation ozone and chlorine.
In this technical seminar, the unique story of developing Tai Po WTW in phases,
from being initiated by the population need as a strategic installation in the
past, transforming to the present expansion for water supply reliability
enhancement and leveraging future inspiration to the waterworks counterparts
will be presented. As a model of sustainability innovation, the
presentation will also discuss how the sustainable core values of
reserving the resources, protecting the environment and caring the people are
integrated in Tai Po WTW from the early planning stage through design,
construction, operation and engagement. Maintaining plant operation
continuously throughout the construction of multi-level concrete structures
supported by bored piles was achieved through meticulous planning and
disciplined execution of the civil works.
Layout of the construction activities was strategically developed to
avoid any potential contamination of the treated water. Integrating the new electrical and mechanical
works required taking parts or entire water treatment works offline
temporarily. With close coordination
with WSD operation staff, the electrical and mechanical works were completed
without any interruption to delivery of potable water to customers.

Mr. Chan is the senior
engineer in WSD responsible for the implementation of Tai Po WTW Expansion
project.
Mr. Stephen Ting,
Senior Resident Engineer, Black & Veatch Hong Kong Limited
Mr. Ting leads the
process team at Tai Po WTW Expansion Contract. He has more than 23
years’ experience in the field of process, mechanical, electrical,
instrumentation, control and automation. He has extensive experience in
design, construction, supervision and commissioning of water, wastewater and
process engineering works. He has over 23 years experience on large public
infrastructure projects; including award winning works in Hong Kong,
Singapore, Australia, Philippines, Taiwan, China, USA and New Zealand.
Mr. Laurence Wong,
Project Manager, China State Construction Engineering (Hong Kong) Limited
Mr. Wong has over 20
years working experience in civil engineering field. He has been a key
member in the project management team for Tai Po WTW Expansion Contract.
Mr. Wong has Bachelor Degree in Civil and Structural Engineering from Hong Kong
Polytechnic University in 1998. He is a member of the Hong Kong
Institution of Engineers since 2012.
Mr Raymond Yem,
Assistant Manager, Water and Solid Waste, ATAL Engineering Limited.
Mr Yem leads the
design, procurement, installation, testing and commissioning of mechanical and
electrical works of Tai Po WTW Expansion. He has over 27 years of design,
build, and operation of municipal water, waste water and solid waste treatment
facilities. Mr. Yem has a bachelor
degree in chemical engineering, a master degree in business administration and
a master of science degree in interdisciplinary design management. He is a corporate member of HKIE under
environmental discipline.
