Programme Highlights
Environmental Impact Assessments (EIA) identify the potential impacts of plans, programmes, projects or strategic policies in the early planning stages. This includes evaluation of alternatives or mitigation measures. With stakeholder engagement, EIA has been widely adopted in many developed cities like Hong Kong as a valuable tool to integrate environmental considerations into relevant perspectives of plans, programmes, projects or strategic policies at the early stage. Through this, we will move towards a more sustainable path of development and build a quality living environment.
The Seminar aims to provide a platform for practising engineers, academics, managers and other professionals to share their valuable experience, views and know-how to adopt workable EIA on building a sustainable future and quality living .

“EIA for Sustainable and Quality Living”

As one of the annual grand events of the Environmental Division of the HKIE, the Annual Seminar ‘EIA for Sustainable and Quality Living’ was successfully held at the Hong Kong Convention and Exhibition Centre on 17 April 2012. The Seminar has received overwhelming responses from the public with more than 300 delegates from different sectors.
This year, we were honored to have Ms. Anissa Wong, Permanent Secretary for the Environment, to deliver an inspiring keynote address, Ir Dr the Hon Raymond Ho, Member (Engineering Functional Constituency), Legislative Council of the HKSAR, to present the keynote and Ir Chan Fuk Cheung, the President of HKIE for giving the opening address for the Seminar.
Environmental Impact Assessment (EIA) is not new to Hong Kong. The EIA process started to implement, though in a limited form in the 1980s, in Hong Kong. This was formalized when the EIA was regulated by the Environmental Impact Assessment Ordinance in 1998. EIA helps identify the potential impacts of projects or strategic policies in the early planning stage. This includes evaluation of alternatives or mitigation measures. With stakeholder input, EIA has been widely adopted in many developed cities as a valuable tool to integrate environmental considerations into relevant perspectives of projects at the early stage. EIA continues to play a significant role in building a quality living environment. Through this, we will move towards a more sustainable path of development.
We were delighted to invite 11 speakers from local and overseas with their excellent papers to cover a wide spectrum of the issues. The topics from the speakers included Policy and Framework, Implementation Tools and EIA case studies. They shed light on the meaning of EIA for sustainable and quality living. At the end of each presentation session, a lot of inspiring discussions were made to exchange views and share the experiences. We believe delegates have got useful information on how EIA can help build a sustainable future after this seminar.
We were very grateful to all sponsors for their generous support and all supporting organizations for spreading the message of this Annual Seminar. Last but not least, we also thanked all organizing committee members for their unfailing support. Without their dedication, our Seminar was not made successful. We look forward to organizing a thriving annual seminar for the community at large next year.
